Description (partial)

Symptom:
If MTU is configured to lower than 1500 byte in infra network between AP and IOS-XE controller, CAPWAP path MTU is adjsuted while AP is joining to IOS-XE controller.
Under this condition, when the fail-over happens and the standby controller become active, then the new active contoller will not send a capwap data packet to AP/client with the capwap mtu size adjusted in prior AP join process.

Conditions:
-IOS-XE controller
-HA fail-over
-Lower MTU between AP and IOS-XE controller
