Symptom:
ISE 2.0.1p4
High number of COA alarms

Conditions:
When an endpoint is deleted using Purging from a PSN node, COA is happening from the PAN node only.
When an endpoint is deleted from the PSN node we are sending an delete event from PSN to PAN and PAN is doing COA on the Endpoint and causing lot of COA queue issue.
