Description (partial)

Symptom:
Routes were reflected to clients in an RR for IPV4 labeled afi, even when client-to-client reflection was disabled for global ipv4 unicast AFI.

Conditions:
enable "bgp client-to-client reflection disable" under global ipv4 uni mode
enable ipv4 labeled-uni AFI under neighbor
enable route-reflector-client under neighbor
