Description (partial)

Symptom:
During initial configuration under Setup Assistant >> Dial Plan, when "10 digit local dialing required" is selected under  "Local Dialling Options" the portal still provisions a dial-peer which matches 7 digit local numbers. 

This triggers the call to be extended to the PSTN and rejected due to the incorrect number of digits instead of playing local fast busy.
