Description (partial)

Setting device as inactive does not prevent the CM to accept and handle cms deregister request, resulting in all data related to the device removed from the database.

Customer needs to remove database and key data from device without removing it from CM DB. CMS service at the Central manager restart between deactivation and deregister request.
