Description (partial)

Symptom:
The issue is seen on the following ncs6k Fabric cards :
a.NC6-FC2-U
When all the Fabric cards in the system goes for a reload at the same time, After the reload completes, ASIC is seen to go offline again. During this time ASIC HW ID could not be read. (Suspect  PCie error condition)
This can impact traffic and ASICS will not come  to NRML state. 

Following are the errors that are expected in the logging -

Conditions:
Following are the scenarios which can trigger the issue: 
1. Fabric plane mode change 
2. Reload of all the Fabric Cards in CLI
3. Rack reload
