Description (partial)

Symptom:
Although the GM is registered to the KS and downloaded the IPv6 crypto ACL, the crypto ACL doesn't seem to work and packets that should be encrypted leave the router unencrypted, respectively encrypted packets are dropped when they are received.

Conditions:
GM registered to KS and downloaded GETv6 crypto policy. This has been observed on ASR1K and ISR4K GMs running XE 16.8.1 (nightly build).
