Description (partial)

Symptom:
MaxIndirectExceeded drops are observed when trying to fragment large packets or when box-to-box HA is configured.

Conditions:
This problem can be seen on ISR4000, ISR1100, CSR1000v, and ISRv / ENCS.  There is a slight possibility it could be seen on ASR1000, but very unlikely.  If box-to-box HA is configured, you may observe this problem on your router with impacted software versions.  Also, if a large number of fragments are reassembled into a large packet and then re-fragmented before egress, the problem may be observed.
