Symptom:
8845/8865:The phone can not show "Answer, Decline" softkey when received a new call.

Conditions:
Reproduction Steps:

1. Register Phone to broadsoft RCDN server;
2. DUT A make a call to DUT B, DUT B answer the call and then park this call;
3. DUT A ends the call, and make a new call to the DUT B again;
4. Find the phone can not show "Answer, Decline" softkeys
