Description (partial)

Symptom:
"File size stable for X milliseconds" incorrect tries to move the file while it's still growing.

Conditions:
Recreated with 3.2.0.2 64 bit win agent

1. Set up file event for "file size stable for 60000 milliseconds"
2. set to "move file to destination"
3. transfer a large file that takes over 15 minutes to fully transfer
