Description (partial)

Symptom:
When a interface goes down, the prefix is not removed from BGP table and kept advertised to the peer, though RIB no longer has the connected route.

Conditions:
Releases: Post 03.09.00
Platforms: all

Issue happens only when the following all conditions are met (Please see attachment for topology also):

- PIC configuration
- OSPF is redistributed to BGP
- Intf not to shutdown belongs to the other OSPF area than the intf to shutdown
- BGP advertises the prefix as VPNv4 route
