Description (partial)

cpld_set_ehsa_state_non_participant was not getting executed due to macro KEXEC_ENABLE. modified this macro to CONFIG_CRASH_DUMP and calling cpld_set_ehsa_state_non_participant respectively in cpld_init_module

- Seeing the FP Switchover (FP state is not turned active) is not successful when there is active RSP failover.
- Performing SSO onto standby RSP but on the standby FP switchover is not successful, it is showing standby and continuous FP not online messages flooding the console.
