Description (partial)

Symptom:
CUCM is upgraded from 10.5.2 SU6 cluster running with FIPS to 11.5SU3a. After the upgrade,attempted to upload new certificates and received the following error message "Merge of tomcat and tomcat-ECDSA keystore failed" when trying to upload a non ECDSA MSAN Tomcat certificate.

Conditions:
Steps to reproduce the issue:1) Install cluster of 10.5 SU62) Enable FIPS mode on both nodes3) Add RSA MSAN Tomcat certificate on Publisher4) Upgrade cluster to 11.5 SU3 a5) Upload new RSA MSAN Tomcat certificate(root and then leaf)

Same issue with ECDSA certificates.
