Description (partial)

Symptom:
During a troubleshooting case we found that the performance was very slow on returning data in the web client exceeded the timeout. This produced socket read timeouts.  We reindexed the indexes on the jobrun table and the queries came back in 1/3 rd of the time.  The fragmentation was a result of normal insert and deletions of records during the daily sync of the client manager.

This should be configurable through the client to indicate time of day and frequency.

Normal operation of the web client
