Sessmgr restart seen in monitoring-key related path

The issue is seen under following conditions:
* A Qos-Group-of-Ruledef(QGR) is installed from PCRF while the user is connected.
* The packets start matching the rule which is part of this QGR. Such rule is having a charging-action which has Gy enabled.
* At some point, while the packet is buffered on PGW due to Gy quota request, there is a Gx event(e.g. RAR) which removes the QGR installed already.
* Now when the packet is de-buffered after the quota is received from Gy, we try to access the data-structure for the QGR(which is removed/freed by this time).
* This results in sessmgr restart
