Cisco Bug: CSCvh13873 - ISE PSN/PAN App server crashes after profiler feed update

Description (partial)

Symptom:
ISE application server is stuck in initializing after the feed service is updated. 
Most of the issues reported are on the PSNs however, this affects the PAN as well.

Mostly seen in 33xx server which has 4GB of RAM, or VMware's with 4GB of RAM. 

Errors seen in ADE.log:

 info:[application:operation:iseoomrestart.sh] Out Of Memory condition detected! Application server JVM with PID 17853#01231237 will restart once heap dump is completed.
info:[application:operation:iseoomrestart.sh] Heap dump is completed.  The JVM will now restart.

Conditions:
The profiler feed service update was pushed/updated on/post  11th or 12th December 2017
This seems to affect all ISE versions 1.3, 1.4, 2.1, 2.2 etc.
