Description (partial)

Symptom:
SNMP strings disappear from some CUCM nodes.When trying to add it back, we get the error "SystemError. Contact System Administrator"

Conditions:
Permission of the snmpd.cnf file (under /usr/local/Snmpri/conf/) would be changed to "root/root" from "tomcat/tomcat".
