Description (partial)

If your system experiences an unexpected shutdown and you do not rebuild the server, you may notice missing directories, lost permissions, or corrupted softlinks. These things may not be noticed immediately rather they may be noticed when troubleshooting issues caused by such things. 

It is also possible for the server to be shutdown and not recover.

The system is shutdown without the command "utils system shutdown" which significantly increases the likelihood of corruption. We can not identify the corruption 100% and guarantee a healthy system so the best solution is to rebuild the system if evidence of unexpected shutdowns is found.

The system is left in a jeopardized state when the system losses power without people understanding the impact unexpected shutdowns can cause.

The issue here is no clear indication for the administrator awareness.
