Description (partial)

Symptom:
DT is enabled and configuration has released an establishment for RNC, when HLR does modifications during 3gISRAU or 3gSRNS. DT gets established before RAB release. During this period of establishing RAB, when GGSN sends data to RNC, it has no context and sends GTP_ERROR_INDICATION to GGSN, which, in turn, results in GGSN sending an error indication followed by a downlink data with SGSN tied information. This is sent in UPCR. Now, SGSN won't have any information about the RAB, which is already established and will try to send an RAB assignment request with the same parameters. The RNC might reject the request, because it has the same parameters, which is sent during modification.

Conditions:
This issue is observed when a direct tunel is established for the context.
