Cisco Bug: CSCuw57533 - CM should be able to differ AppNav Cluster status 'unknown' vs 'down'

Description (partial)

Symptom:
AppNav Cluster page on the Central Manager GUI would report AppNav Cluster status as "down" when it is actually up, but the CM is unable to verify the status properly due to some commands failing to be executed on the router.
The Central Manager should be able to differentiate an AppNav Cluster status "unknown" from the "down" status.

Conditions:
AppNav-XE Cluster set up and running, but the Central Manager is failing to get answers for some "show" commands from the AppNav-XE router.

To confirm the same do the following:

1. Browse to https://<router-ip>.
2. Login using the same credential configured under "Home > Admin > Security > Cisco IOS Router Global Credentials" in the WAAS CM.
3. Click on "Monitor the router".
4. In the field next to the "Command" button enter "show policy-map type appnav | format" (without the quotes).
5. Hit the "Command" button.
6. If all output your are seeing is the following (normally there should be more), you are hitting this issue:
