Description (partial)

Symptom:
No cdrmod instance is spawned on the new active card after unplanned card migration.

Conditions:
The issue is seen when the following events happen in sequence:

1. Planned MIO migration is performed.
2. Unplanned card migration  (unexpected card restart or card pull event) happens.

Following the unplanned card migration, no cdrmod instance is created on the new active DPC2 card. The system cites a lack of memory resources as the reason for this failure.
