The PfRv3 DMVPN tunnel might be flapping or memory allocation failure might be observed in IWAN2.1 topology.

The symptoms is observed on PfR branch after shut/no shut master on Hub MC/BR in stress setup with the number of 4/5 DMVPN tunnels per Hub BRs.
