Description (partial)

Symptom:
If Sh interface is down and we do not receive a UDA from HSS, CPS internally is treating it as an error and sending 5012 back to the gateway in CCA-I which is not correct.

Expected: We should be sending CCA-I with the default service in this case and with 2001 code

Conditions:
If Sh interface is down and we do not receive a UDA from HSS
