Symptom:
TES 6.2.1 / Constraint/reference error popups need enhancement

Customer would like to see clearer error messages when running into constraint or reference error popups in the Web Client.

For example, when deleting a User, the customer sees the following error (text pulled from attached dialog):

TES_019003:Cannot delete selected record. Remove Owner_ID[501] in Event reference first.
