Description (partial)

Symptom:
- PSQL exception may occuring during scheduled purge which will cause nice service to crash, rendering the application unusable
- following error messages may be encountered in log files:

ERROR: Unable to access permissions list.  Defaulting to NONE

- Enable purging for data types of Orders and ServiceAction, with default retention time and count values
- Schedule purging to 6 or more hours
- PCP 10.6 no service packs
- fresh install
