After Mid Node Power Cycle Te-Links remained disabled in few CTC session

Symptom:
If user has launched 4-5session of CTC, and power cycle middle nodes then sometimes on one of the session TE-Links remain disabled and refresh button for topology doesn't enabled

Conditions:
Issue can be ssen when Multiple sessions of CTC are open  and if middle nodes gets recycled
