Description (partial)

Symptom:
Bulk commit of qos policies on several interfaces takes an unexpected long time to complete
Even after discounting the time taken to spawn qos_ma_ea process for the first time operation,
the policy configuration takes several seconds to commit successfully

Conditions:
This delay is only seen for ingress policies

Any add/remove/modify for an ingress QoS policy can hit this delay. 
Egress policy operation won't be affected since egress policies do not use TCAM.
