Description (partial)

Symptom:
During sup1 to sup2/fab1 to fab2 migration or chassis and sup replacement where the vPC peer must be powered down and the configuration migrated from old sup to new sup an outage is seen on PL bring up due to vPC primary (chassis not taken offline) suspending the vlan's on the PL due to the peer not having any vlans configured.

Conditions:
This is seen when VTP is in use and the customer had not migrated the VTP configuration for the vlan's to be learned.  This is easy to overlook because the VTP configuration is not stored in the running configuration of the device and in order to migrate the VTP configuration a vtp file must be created:

     vtp file bootflash:<name>
