Description (partial)

Symptom:
Utils CUIC session list and RTMT counters ReportUsersLoggedIn do not show correct value after end user closes web browser instead of logging out himself. We can observe increasing amount of logged in users in time even though there is not so many users allowed to access CUIC,

Conditions:
Closing web browser, instead of logging out via button.
