Description (partial)

Symptom:
When Circular algorithm is selected and call queuing is enabled the calls just routes to one random agent and always continues to ring that agent only, no matter last call was answered by same agent.

The issue is sporadic issue, but can be reproduced.

Conditions:
Line Group / Hunt List using circular algorithm with Queuing enabled.
