Description (partial)

While collecting an IOM tech-support, the HIF/NIF interfaces of an IOM will flap due to SDP heartbeat timeout. The interfaces will come back up shortly thereafter.

"show platform software satctrl global" output from the IOM will confirm that there was an SDP timeout.

This SDP heartbeat timeout is caused by the command "show platform software fwmctrl trace" which is run via an IOM tech-support. When this command is executed, dependent on timing and load of the IOM processes, SDP heartbeats may be missed, causing the timeout.
