Description (partial)

Symptom:
When a modifed RPL & a new RPL is commit over an existing one, the underlying prefix-set/as-path are overridden with a new one RPL that goes along with the commit.

This was working fine in 5.1.3 code but is broken in 5.3.1. This issue will be seen for all releases from 5.2.0

Conditions:
Seen with commit/replace of new config.
