Description (partial)

Symptom:
The neighbour cell in use is reporting ' inferred neighbour' from EE's 4th carrier which is incorrect

The carrier 10836 has been set to ignore in the following AP parameter


InternetGatewayDevice.Services.FAPService.1.CellConfig.UMTS.RAN.FDDFAP.RF.X_UBIQUISYS_COM_RRMProfile.FrequencyConfig.3.CarrierDeploymentType

where as the other 3x carrier in the macro have been set to 'handover and reselection.

There is concern from EE that this neighbour could be added into SIB11 and cause unwanted mobility from the small cell to this macro neighbour

Conditions:
AP in service - DLMM complete, AP has scanned macro which has a neighbour with 10836 (inferred)
