Description (partial)

Symptom:
When a user schedules an action on a VM (like a power off action, to be execute later), they are unable to see this Scheduled action in the VM Action Requests view. They can only see Completed actions. This is true even if the user has been granted all rights via an End User Self-Service Policy.

Conditions:
If VM is scheduled for Power off
