Symptom:
EXAMPLE CONFIG:

VMQ Connecton policy with 'Number of VMQ' set to 50

Service profile with 4 vNIC that all use this VMQ connection policy

When attempting to associate the Service Profile to a blade with one adapter, the association fails with the following errors:  "Connection-placement; Not enough vNIC available; There are not enough resources overall"

This is because the number of VMQ per adapter is limited to 128 VMQ.  The above example config would be using 200 VMQ (4 vNIC x 50 VMQ =200 VMQ)

Conditions:
Using more VMQ than the adapter allows - see above example
