Description (partial)

Symptom:
Calls to VCS  fails from TC endpoints. VCS sends BYE with cause "Error processing content"

Conditions:
VCS is using rejected IX m-line from the previous SDP and re-purposing it in the subsequent offer by advertising rejected application line with port 0. This causes CUCM to send 200 OK to VCS with 2 application line, 1 with payload info and other one without payload info. VCS sends BYE due to the absence of no payload in application line.
