Description (partial)

Symptom:
Connector is allowing access to the internet for when the Domain Controller is available and the client is using NTLMv2 instead of NTLMv1. Messages are created in the log file about unavailability of a DC.
Another symptom would be when a user account is disabled, the connector can't authenticate user against DC, but the property allows user to get access to Internet in this case.

Conditions:
When the DC is available and the client is using NTLMv2 instead of NTLMv1, the Connector allows internet access for this user but triggers the message in log file about unavailability of a DC.
Another condition is during the use of a disabled account. When user account is disabled connector can't authenticate user against DC, but the property allows user to get access to Internet in this case.
