Description (partial)

Device view not displaying due to date format issue. Could see the below errors in vmssharedsvcs.log

Failed to parse Timestamp attr=[27-Aug-2015 01:55:06] from OGSObject is not formated correctly.
Please configure "" in file.:errMsg=Unparseable date: "27-Aug-2015 01:55:06",,admin d1112d8f1a5d8fe0caa127db9cfdf3 TP-Processor3

This will happen in all  CSM version.

When using multi-users login in CSM installed Windows Server and having different language settings for each user , then this issue may occur. 

Basically when CSM recommendation(Refer CSM installation guide) of Locale/language settings not properly followed for all users of CSM server installed Windows Server then it  will  happen  due to JVM default date format.
