Description (partial)

Symptom:
A router stops sending link-OAM heartbeat PDUs. This may result in the other end of the affected link(s) taking action such as logging or shutting down the link (depending on the configuration)

Conditions:
This issue is triggered by an NTP update to the system clock; it will only be hit is the router is running link-OAM

This issue has only ever been seen on NCS6k series routers, however, the code with the defect is PI, so in theory this bug could impact other devices running IOS-XR. It is possible that the clock adjustments needed to trigger this defect do not occur on classic-XR devices (e.g. ASR9k).
