Symptom:
in the 
#show snmp trace packet we can see:
'snmp-lib-ipc' detected the 'resource not available' condition 'Not enough memory'

The order of the MSDP peers is not incremental.

Resterting of mibd_interface and snmpd will temporary solve the issue.
