Description (partial)

Symptom:
AP tagging wrong QoS on downstream traffic when Flex Local Auth enabled on the SSID.
When incoming traffic on AP ethernet side is have DSCP EF then the AP is forwarding the traffic over the air downstream to the client with Best Effort 0 or 3.
When we disable Flex Local Auth on the SSID, then the downstream tag will be 6 (voice).

Conditions:
AP in FlexConnect mode
SSID Locally Switched
Flex Local Auth enabled as well
CAC Enabled
