Description (partial)

Symptom:
Looks like on AsyncOS version 8.0 (tested on 8.0.6-119 and 8.0.8-113) the SNMP for linkUpDown does not sending any trap.

Repro Step:
1. Configure SNMP from CLI
2. Make sure linkUPDown trap Enabled
3. Unplug and plug in any interface from the appliance (p1 interface, if M1 used for SNMP requests)
4. Take packet capture at the same time.

Result:
1. From packet capture nothing showing as SNMP for the link up and down
2. From the SNMP monitoring, no alert for link up and down.

Conditions:
Occurs on AsyncOS version 8.0.x 
Not occurs on AsyncOS 7.7.0, 8.5.2
