Description (partial)

Requested by Escalation Team

Symptom:
VRF xxxx has 3 GRE tunnels, one remains UP and two went DOWN after software upgrade from R14 to R17.3.2.

 ******** show ip interface (vrf xxxxxxx) *******

Interface Name                 Address/Mask        Port               Status
============================== =================== ================== ======
T1                                        1.1.1.2/32       Tunnel             UP
T2                                        1.1.1.3/32       Tunnel             DOWN
T3                                        1.1.1.4/32       Tunnel             DOWN

Conditions:
In network, for these vrfs xxxx T-2/T-3 , even though Kernel added that T-2/T-3 GRE interface, flows for these interfaces were not added to NPU.

This in turn results in GRE Keepalives sent by other end of tunnel getting dropped on ASR box as NPU does not have a matching flow.
