Description (partial)

There are two problems with Astro VID enable. The first issue is that the Viper FPGA drives AS_VID_EN_L as high active instead of low active, this is the same as Yoda 0's VID enable problem. 
The second issue though, is that cBR8's software doesn't access the Viper register to enable the VID. This is different from Yoda 0's case, ROMMON enables the VID by writing to Viper. 
Ironically the two bugs result in the correct Astro VID being applied in the production image.
Astro is getting correct voltage applied in the current design, only because HW and SW each made a mistake
Leave the current design, both FPGA and IOS, as it is for Astro VID.

New Viper FPGA image will be released with Y0_VID_EN_L polarity changed only and leave AS_VID_EN_L as active high signal.

Astro and Yoda0 VRM issue may be the cause of intermittent failure at interlaken/mesh interfaces
