Description (partial)

Symptom:
CUCM cannot process inbound or outbound SIP calls. Users get reorder when dialing numbers which access SIP trunks.

Conditions:
The SIPUdp connection is closed and after this calls are not processed.  The trigger of SIPUdp being closed is unknown

When call is being sent out on the SIP trunk, the following message is seen 
"SIPUdp - wait_SdlSPISignal: No connection found, dropping the message"

This message is related to SIPUDp connection being closed  . The message which shows connection being closed appears in CUCM SDL trace file

"AppInfo |SIPUdp - wait_SdlCloseInd: #### Closing UDP connection key=5060, error no = 1, sipUDPConnTbl.size()=6"


After the connection is closed, CUCM cannot send or receive calls on port 5060.  A reset of the SIP trunks does not clear the issue. It can only be cleared with CCM service restart.
