Symptom:
On dual-active recovery, the following error messages are seen.

Sep 23 03:02:25.528 PDT: %OSPF-SW2-5-ADJCHG: Process 1, Nbr 17.1.1.1 on TenGigabitEthernet1/1/3 from EXSTART to DOWN, Neighbor Down: Too many retransmissions
Sep 23 03:02:34.872 PDT: %OSPF-SW2-5-ADJCHG: Process 1, Nbr 4.4.4.4 on TenGigabitEthernet1/1/11 from EXSTART to DOWN, Neighbor Down: Too many retransmissions
Sep 23 03:03:25.532 PDT: %OSPF-SW2-5-ADJCHG: Process 1, Nbr 17.1.1.1 on

Conditions:
On dual-active recovery, after executing "redundancy reload shelf", OSPF errors are seen.
