Description (partial)

Symptom:
In an MVPN setup, an ASR903 acting as MVPN 'PE' device without any receivers duplicates multicast traffic.
This occurs because it both software and hardware switches the traffic duplication.
So the end receiver gets more number of multicast packets.

Conditions:
ASR903 acting a MVPN 'P' device.
