Description (partial)

Symptom:
Modem are not using dynamic WB group created for resiliency, but instead going to NB.
This is due a CMTS doing wrong calculation of WB interface, so trying to use WB from different SPA, which is wrong.

Conditions:
SCH4 or later. When there is no DBG for the SPA controller, and there is available DBG for the same slot/subslot but different bay.
