Description (partial)

Symptom:
CE mode phone be un-registered after failing to register to CUCM sub

Conditions:
1. Inject some kind of error between the Expressway C 2 and the CUCM pub, so that the connection between the two servers is broken.
2. Power on a 7861 phone and login CE.
    The phone registers to the CUCM pub, but it can't registers to CUCM sub and gets 403.
3. Leave the phone idle.
    After some time, the phone become unregistered to the CUCM. But the phone screen shows that it is registered.  //Faulty//
