Description (partial)

Symptom:
Multiple connections observed from a qns towards lb nodes on ports 2825x and 2800x.
Timeouts observed due to multiple connections.
See bytes accumulated in the extra connection tcp buffer.

Conditions:
Restarting Lbs multiple times create hung sockets of 2800X and increase 2800X sockets counts.
On restarting lbs, we sometimes observe multiple sockets being created from a qns towards lb port 2800x. The messages sent from lb port 2800x towards the extra socket are lost as qns is not listening on those sockets. This causes message loss and timeouts on the GW side.
